Fresno County Office of Education - Migrant Education, Region IV - Ruben V. Castillo, Senior Director

Caruthers Unified
#2 Tiller Avenue, Caruthers, CA 93609

Every student deserves to have his or her own unique educational needs understood and met. Being a child of a migrant family makes an equal education more challenging and, in a former era, often even impossible.

Our Migrant Education Program helps us to support our students and meet their extraordinary challenges.

My passion comes from seeing all children have an equal opportunity to succeed.

Program Descriptions

Regular School Year Objectives

For Caruthers High School, services for migrant students include involvement in any migrant leadership activities, such as Migrant Senior Day at CSUF. We also offer a migrant work study program for juniors and seniors who meet certain criteria.

Students who scored Below Basic or Far Below Basic on the California Standards Test in Language Arts and Math are provided with supplemental curriculum/services in Intensive Learning Centers for their relative subject area.

Our Migrant Resource Teacher develops an action plan with migrant students who have earned a D or F in their language arts and/or math course to improve their grade.

Migrant seniors, in addition to all CHS seniors, participate in an individual senior evaluation session with their high school counselor to discuss high school requirement progress, college and career plans.

Migrant freshman, along with all other freshman, participate in the Freshman Academy. The Freshman Academy provides binders and other school materials for all freshman to be successful in their classes.

Freshman Academy teachers meet to discuss how to assist any students in need of interventions.

Migrant seniors who have not passed the CAHSEE receive assistance in a class during the school day to gain the skills necessary to pass the exam.

Caruthers Elementary School offers many supplemental services to assist students who are in danger of falling behind in their academics. Students get additional help from instructional aides during the day and are able to get help with their school work after school.

There are various after school activities to provide positive school interaction with staff and peers. Much of the funding is used to provide research-based reading development through teacher-led and computer assisted instruction.

Summer School Objectives

During our summer session, CAHSEE courses are offered to all students at Caruthers High School who have not passed the exam. Migrant students also receive continuous learning packets (CLP) from our regional office.

I & R Process

Identification & Recruitment

Promote the Migrant Program through ESL classes, Back-to-School Night, Pre-School, in evenings on school playing fields and courts where Out of School Youth are playing, through teachers.

Teacher referrals are important. We call new enrollees and ask them if they move due to work and if they know others who might benefit.

Two people are active in I & R but we also screen for possible families in our general enrollment process.

Assessment Tools

In addition to data collected by the California Department of Education, Caruthers Unified collects data in a School Information System software, called SASIxp.

Information from SASIxp is combined with data from the California Department of Education and processed through an internet data service, called Data Director.

Data Director allows assessments of all type, including teacher developed tests, to be entered for analysis.

Many and various subgroups, including Migrant students may be compared to each other and to subgroups statewide, even nationwide.
