The Migrant Staff at Central Unified School District has set high performance standards for their department. The identification and recruitment of all migrant families in the community is very important and a goal we work hard to achieve. But more importantly, once the students are identified, our goal is to make sure they stay in school and that any existing educational gaps are eliminated, so that they can achieve grade level standards.

Through a sound educational program, participants will ultimately be able to access pathways to higher education and increased opportunities in life.

Program Descriptions

Regular School Year Objectives

Main objective is help our Migrant students to make up the gap in their grade level education they have missed. We are able to meet some of their needs by doing the following:

  • Using Fresno State Mini-Corp Students: With a few volunteers from the Mini-Corps Program, we will be able to help our migrant students at some of our elementary schools. Mini Corp Student volunteers will help our students to overcome problems they are having in reading, language arts, writing, math, social science, and science.
  • Taking advantage of the opportunities to expose our students from elementary, middle, and high schools to college
  • Providing reading books for our students
  • Providing opportunities to attend leadership camps
  • Providing services to our pre-school and OSY student

Regular School Year Objectives

Migrant Instructional Aides: Biola and Madison Elementary English/Spanish speaking instructional aides are being hired to help Migrant students at both elementary schools, because they have the most Migrant students in the district.

The aides primary job are to help the Migrant students make up the gap in their grade level education they have missed. They help the students to overcome problems they are having in reading, language arts, writing, math, social science, and science.

Summer School Objectives

Summer School program starts a week after regular school ends in the afternoon. The students attend regular summer school in the morning, and after their lunch is over, the student attend the Migrant classes. Migrant summer school is for two weeks.

Students are receiving instruction in the areas they are having problems in reading, writing, and math. Nora Ceballos reviews the summer CLP with pre-school parents and OSY students when they are given the packets. She explains the assessments for the CLPs.

The K-11 students are also given CLPs to continue their education during the summer.


I & R Process

Identification & Recruitment

Central USD has two Migrant Community Aides. Kevin Yang and Nora Ceballos are our Hmong and Spanish I and R personnel. They recruit all year long, but the busiest times are during the early spring, summer, and fall. Often, they go out in the early mornings, late afternoons, evenings, and on the weekends. They go into the fields, packing sheds and wherever the parents are working.

Strategies used by our Community Aides are posting flyers in the grocery stores, getting referrals from our Migrant families, and collecting all our Family Mobility Service forms from our school sites in the district. We are trying to fill a part-time Community Aide position to help with our Spanish recruitment.

  • CAHSEE (California High School Exit Exam)
  • CELDT (California English Language Development Test) District Wide
  • ROLA (Reading Oral Language Assessment) Site, AR (Accelerated Reader)
  • DIBELS (Dynamic Indicators of Basic Early Literacy) Site, AM (Accelerated Math) Migrant Preschool Assessment (3-4 Years Old) and Out of School Youth Needs Assessment (18 -21Years Old)
  • CST, CAT-6, CASHEE, and CELDT scores are down loaded to Aeries by the I.S. Department. ROLA , DEBELS, AR, and AM are recorded at the site files.

Parent Meeting & Program Involvement

Our Migrant Program keeps parents informed of all the services available for their family and the education opportunities for their children. All our meetings are held at Central High School East in the Library except the last meeting is in the cafeteria.

For the first time our parents are excited about having their first Central USD Mini Conference. The extra carryover fund for this year will provide the parents this opportunity. The date for the conference has not been determined, because they are in the planning stage.

The staff in Central USD Migrant office is a very cohesive group. We are a team, and I never feel that I am Nora Ceballos's and Kevin Yang's Supervisor. We constantly articulate with each other with feedback that is very productive. Nancy Uribe, our State and Federal Director, is very supportive and part of the team. I am proud to be part of this team.
