I & R Process
Identification & Recruitment
All families of new students entering the district are contacted to see if they qualify for the Migrant Education Program. Parents and high school students come to the office to see if they qualify for the program because they are familiar with the services and programs offered in the district. Teachers, staff, and counselors refer families and students they think may qualify. The I & R team is contact with the First Five and Even Start staffs in order to identify any pre-school age children who have no older school age siblings. Migrant staff is present at district Parent Conferences, Back to School Night, Open House, district offered parent trainings in order to make contact with parents and recruit.

Assessment Tools
The district has the capability to separate Migrant information from total district information but is still working on making it a reality. Migrant office provides each school site with current Migrant date at beginning of school and throughout the year. Students must be tagged on SASI in a certain manner for them to roll over into Measures, our data system.
S. Nielsen adds columns to the Migrant Clerks Excel data base and gather CAHSEE, CELDT, and CST information to create a Migrant test score data base that I use during the year to plan & implement programs, qualify students for services, and write the next years Service Agreement.

Parent Meeting & Program Involvement
The Migrant Parent Program is a venue where parents have the opportunity to learn about the educational process that affects their child for 13 years while the parents themselves are developing leadership skills. Parents have the opportunity to learn about a multitude of topics that affect the success of their children in the educational process and in life. Information on different health issues, parenting skills, computer literacy, immigration, college readiness and application are offered during the PAC meetings, conferences and scheduled trainings. Parents are encouraged to participate in the various school committees, given training in holding an office, the election process, and Roberts Rules of Order. They are motivated to be an active participant at their child's school site. Parents organize fundraisers in order to offer scholarships to local high school seniors who are going on to college. They plan the annual parent conference and act in an advisory capacity on all aspects of the Migrant Education Program annual plan and budget. Many parents attend conferences in Fresno and other parts of California.
We offer the following services and programs: PASSport to Success; Parent Institute for Quality Education, UC Merced Seminar for parents of eligible high school students, in-district registration of eligible children into Fresno County Healthy Kids Program (Fresno County Children's Health Initiative), computer training, health inservices, assistance with food, clothing and social services referrals, transportation to Region IV Annual Migrant Parent Conference and Region IV Health Fair, organization of parents participation in district annual Migrant Parent Conference and Annual State Migrant Parent Conference. Transport parents to Region IV sponsored leadership camps.
