Program Descriptions

Regular School Year Objectives

Reduced Migrant funds and increased costs have forced the WFESD Migrant program to move in a direction that focuses on leadership and service. Upper elementary and middle school students participate in leadership training and personal development.

These students then provide tutoring and support for preschool and elementary students. One of their primary goals is to build trusting relationships that migratory children may not have the opportunity to develop.

At the direction of the MPAC, students receiving Migrant support participate in field trips to universities and museums, such as a spring-break trip to Washington, D.C. and New York City. Students also participate in health and social service presentations. In addition, the Migrant Health Clinic receives referrals from concerned parents.

Summer School Objectives

WFESD is committed to sending as many students as the budget will allow to the Migrant Scholars summer program at CSUF. The 2006-2007 supplemental funds allow us to augment our contingency of students for a total of 60 students.

Migrant students not participating at CSUF are encouraged to attend the regular district summer program. In addition, Continuous Learning Packets are provided for every student receiving Migrant services. Leadership students assist younger students in the exploration and use of the CLPs.


I & R Process

Identification & Recruitment

WFESD Supportive Service Liaison communicates with elementary, middle, and preschool staff to find out of new families in the district that are eligible for Migrant services. Phone calls and home visits are made for I & R. Cooperation between other local educational agencies such as Fresno Unified and Washington Union High School allows for more rapid identification and delivery of services.

I&R varies every year. WFESD has two (2) people assigned to the I&R component. One recruiter is bilingual Spanish and English and the other is bilingual Hmong and English.


Assessment Tools

Migrant students participate in all state mandated assessments. In addition, all students receiving migrant services participate in the district and school assessments as outlined in the district assessment plan. These inclued but are not limited to end of chapter and unit tests, 6-8 week assessments, and district benchmark tests.

Parent Meeting & Program Involvement

The WFESD Migrant parents are an increasingly active group that offers advice and guidance to the direction of the Migrant finances and program. The MPAC has seven scheduled meetings for the 2006-2007 school year:

The newly elected MPAC officers are:
    • President - Hortencia Moran
    • Vice-President - Maria Esquivel
    • Secretary - Sara Alfaro
    • Representative - Jose Hernandez
    • Alt. Representative - Arlene Munoz The WFESD Migrant Parent Mini-Conference is scheduled for Friday, march 9, 2007. We are planning to work with other school programs to expand beyond Migrant parents.


Health Support Services & Health Clinics

West Fresno Elementary School district Migrant health Clinic was held on September 26, 2006, from 8:00 AM to 4:30 PM. Migrant health Clinic had 100% attendance. 3 West Fresno students were referred to Orange Center School district Migrant clinic on October 17, 2006 for physical exams.

Migrant health personnel include Nurse, Kathleen Freeman, Nurse Lilia Roybal, and Nurse assistants. The SSL and West Fresno Elementary School District Migrant Nurse have close communications for at least 2 to 3 weeks before the Migrant Clinic arrives. Referrals are made according to information given by Migrant parents who were contacted.

Other Programs

Students receiving Migrant services are encouraged to participate in all district programs for which they are eligible:

  • After School Program runs 4 days per week
  • Sports program is open to middle school students who meet the academic qualifications.
  • SES services are offered to students whose parents enroll them
  • After school tutoring is offered to all students
  • Social activities such as school dances are open to all students including those who receive Migrant services


Professional Development

The Migrant SSL attended Family Leadership Connection - Parent Involvement Program Training on September 7th and 8th, 2006. the SSL attends I & R Meetings at the Regional Office.

Parents attended the Regional Migrant Parent Conference at California State University, Fresno, on October 14, 2006. parents will attend the state conference on March 16th through 18th, 2007. WFESD Migrant mini-conference will be held on Friday, March 9, 2007.
